The sixth installment of Pradhan Mantri Kisan Samman Nidhi Yojana will start reaching the bank accounts of farmers from August 01, 2020 and will continue till November. The government claims that this time the maximum number of farmers will take advantage of this scheme. A total of 102,201,966 farmers have been registered in the country under this scheme, whose installment of 2 thousand rupees has to directly reach the bank accounts. But there are about 12 lakh to 14 lakh eligible farmers in Uttar Pradesh, who will not be able to get the first installment of the scheme due to mapping and other errors. This number, which is deprived of the scheme, may be bigger.
Ramasamuzha Bhago of Shravasti district in UP had registered himself on 5 March 2019. Their Aadhaar number, account information etc. are correct but they are yet to get even the first installment. The status of his payment under the scheme shows that his first installment has been stopped at the behest of the district. Ramsamuzh Bhago is a migrant laborer and due to Corona, is in the village these days and is unemployed.
The lockdown broke the back of farmer-laborers during Kovid-19. Employments were over and they became roadsides. At the same time, the echo of giving six thousand rupees to the farmers was very strong, but even now, the most marginalized farmers are victims of the negligence of the scheme.
The Uttar Pradesh government issued an order to all the district magistrates on June 29, 2020, stating that due to the large number of village mappings and other errors, the beneficiaries’ amendments are on hold and there is no protocol that can be completed in due time. . In such a situation, the amendment may be delayed, so all the District Magistrates should give directions to the Tehsil and collect the information related to the farmers related to Lekhpal. In this order, emphasis has also been placed on fixing a particular error. Actually, there were many errors while registering the information of farmer beneficiaries.
In particular, mistakes like account number, Aadhaar number were common, but the changing of the village tehsil or the mapping of another village in a tehsil has become a common problem. Because of this, if a farmer belongs to another village and his mapping is in another village, then the revenue department worker there does not help him in verification. In the order issued by the Government of Uttar Pradesh, it was emphasized that such cases are also in cognizance It has come that only the villages of the farmers have been registered in the second tehsil. Or the village has been registered in some other village. In such a situation, the accountant belonging to both the villages should jointly verify the beneficiary and send it to the Ministry of Agriculture for amendment.
The situation on the ground is that the District Magistrate and the Tehsil are not aware of the order to correct this particular error. Down to Earth contacted the District Magistrate of Ghazipur. He denied being aware of such an order and asked to speak to the Agriculture Officer. Agriculture Officer of Ghazipur district Mrityunjay Kumar said that he has no information about the mistake of changing the village, Mazra or Tehsil in PM Kisan Samman Nidhi. Nor is he aware of the latest situation regarding the amendment of the beneficiaries. During that time there were errors in the form or registration of 65 to 70 lakh beneficiary farmers.
But now it has reduced to about 14 lakhs. He said that some cases were of errors of mapping of Tehsil, Village and Majre but it cannot be said how many such cases are there. An order has been given to fix such cases. Due to Corona, there was slowness in this work. Down to Earth spoke to the Tehsildar RK Pandey appointed in Shringasti’s Bhinga to find out what is going on at the tehsil level. He told that he is not aware of any such order of the government. Nor is anything like this being done at tehsil level right now. If ever the Agriculture Department asks for any kind of information, then the Lekhpals contact the farmers and provide that information.
A lekhpal told on the condition of anonymity that all the farmers who came in the beginning of the scheme were registered in a hurry. There were mistakes in the IFSC code and Aadhaar number. The boys who had to record this information were not professional, common mistakes were made. Since then, the registered beneficiaries have not been able to properly take advantage of this scheme. Several forms have been canceled and many remain pending. However, senior officials of the Uttar Pradesh government said that camps will be set up in the villages from August 5 onwards to correct the errors of beneficiaries deprived of the PM Kisan Samman Nidhi Yojana.
A total of 23,490,220 registered beneficiaries are registered in Uttar Pradesh under PM Kisan Samman Nidhi Yojana. Of these, 22,571,034 got the first installment and 20,783,656 got the second and 19,060,936 the third installment and 15,339,688 got the fourth installment. The information for the fifth installment is not yet public. At the beginning of the PM Kisan Samman Nidhi Scheme, it was estimated that 14.5 crore farmers of the country would be benefited from this, but after one year, about 4 crore farmers are not able to avail the first installment of the scheme.
